What and where is the ribbons collection?

On SE Grand Avenue heading North there is a Goodwill store on the right. There is a guard rail on the right side of the street just before the Goodwill store. See the collection for site specific pictures.

The first ribbon collection is located there. Be careful of the traffic, and tie colorful ribbons to the guard rail.
